Chamber Supports Legislation to Establish Quarterly Start Dates for New Regulations


Hagerstown, MD –– The Hagerstown-Washington County Chamber of Commerce supports House Bill 16, currently under consideration by the Maryland General Assembly, which would  limit the start of new regulations to four quarterly dates.  The Chamber supports the legislation for the following reasons:


  • According to the U.S. Department of Commerce, 99% of the businesses in Maryland are classified as “small businesses”, having fewer than 500 employees.  This is particularly true of Washington County were only 13 local businesses employed more than 500 persons in 2012, according to our Chamber Business Directory.  Smaller business ventures are the life-blood of our communities and our economy. 

  • Keeping up with regulatory changes is a particular challenge for smaller employers.  According to the fiscal notes provided by the Department of Legislative Services, 369 separate regulatory changes were implemented last year.  In a smaller business, the task of tracking regulatory changes is one of many hats that must be juggled by upper management, if not by the business owner.  Adoption of a quarterly effective date in Maryland for all but emergency regulatory changes would be a huge help to Washington County’s business community and would help the State of Maryland to become more business-friendly.
